Probably not a good value for someone looking to pick up scenery and detailing techniques. However, if you are curious about how plastic modelers build dioramas to display their models this book from Kalmbach would be fine for you.

One thing Kessler's book drives home - as do some other books - dioramas must tell a story to be interesting. The corollary to this is that a model railroad scene - indeed your entire model railroad - must tell a cohesive clear story to be effective. Clear stories often require figures and scenery and vehicles and or trains working in tandem. As this book drives home that point, it will be a useful read for model railroaders or non-military diorama builders.
