Grip Grass

These can, or least could, be found at a big box stationary store or the Container Store. Grip Grass can be cut to fit your tool storage. They can be cut to fit. I cut them to fit inside my plexiglass organizers. And one need not waste that which is cut off - use it somewhere else.

I even used a leftover inside the pencil holder on my business desk.
